1.0 Hereafter the Internal body for ensuring that the USSC remains safe will be named the Committee for State Security.
1.1 The Chairman of the Committee for State Security will be the Head of this Organisation.
1.2 The Committee for State Security, and therefore the Chairman of the Committee, will be charged with ensuring the continutation of a peaceful status quo within the USSC, as a federal nation and within the individual states which make up the nation.
1.3 The Committee's emblem will be as depicted below:
2.0 The Committee will be an Umbrella Organisation - that is, an organisation which houses and operates several other organisations - which runs the following organisations:
2.1 The Security Agency, whose Head will be known as the Chief Security Officer of the Committee for State Security;
2.2 The Secret Police, whose Head will be known as the Chief Commissioner of the Secret Police of the Committee for State Security;
2.3 The Intelligence Agency, whose Head will be known as the Chief Intelligence Officer of the Committee for State Security.
3.0 The Chairman of the Committee will be appointed by the President.
3.1 By default, the Chairman will be the Commissar of Foreign Affairs.
3.1.1 As such, if the President chooses not to appoint a Chairman, the current Commissar of Foreign Affairs assumes the position.
4.0 The Committee may only be dissolved by a Resolution in the Supreme Soviet of the USSC.
4.1 If a Chairman of the Committee attempts to dissolve the Committee without consulting the Supreme Soviet, he will be liable to be tried in the Unified Courts for attempting to subvert the Soviet Union.
