Notes: The first stage of the uncodified constitution. I have not used the full procedure as laid out in the Act because it has not been passed yet!

1.0 The Supreme Soviet shall operate in the manner as described in this Act.
1.1 Any action that is made in the Supreme Soviet contrary to this Act shall be considered illegal, and the perpetrators shall be put forth before the Soviet Union Unified Court and tried for attempting to subvert the Soviet Union.
2.0 All citizens of the United Soviet States of Col may speak in the Supreme Soviet, read the posts in the Supreme Soviet, vote in the Supreme Soviet and propose new points of discussion or full peices of legislation into the Supreme Soviet.
2.1 Foreign observers may read the posts in the Supreme Soviet but may not do anything else. Any foreign observers who act contrary to this or are considered a threat to state security may have this right revoked by the President.
3.0 All threads which are solely for discussion and the build-up of legislature must contain the prefix "[Discussion]". The writing of legislature and posting of legislature may take place here and is encouraged to, but no official voting may take place during this period.
3.0.1 It should be noted that even fully developed legislature must be put into a discussion thread first.
3.0.2 It should be noted that all legislation in its final form must be written in the format that can be found in the first schedule to this Act.
3.1 After at least 48 hours of Discussion, any citizen may make a motion to either dismiss or vote by saying "Motion to dismiss" or "Motion to move to vote" respectively.
3.1.1 If another citizen replies "I second that motion" or simply "Second", the motion continues.
3.2 If the motion was to dismiss, discussion stops and no voting takes place. However, after 48 hours have passed any citizen may make a "Motion to Reconsider", which, if seconded, brings that particular Act back into the Supreme Soviet for discussion.
3.3 If the motion was to move to vote, a thread with the prefix [Vote] is made and voted upon.
3.4 In accordance with the Timed Voting Act and the Modification of Timed Voting Act, 6 days of voting shall occur; however the President may extend the voting period by another 6 days at his discretion if the matter affects greatly the internal and external affairs of the Soviet Union.
3.5 If the vote fails - that is, if there are more Nays than Ayes - then the President declares the legislation rejected, and legislation is discarded, but may be resubmitted for consideration by the Supreme Soviet by any citizen 7 days after its rejection.
3.6 If the vote succeeds, the President declares the vote successful, and the legislation is stored in the Ministry of Law and is added to the Index of Actions of the Supreme Soviet, which will be a separate thread in the Supreme Soviet board.
3.7 Should the President be missing for 48 hours after the voting period of 6 days is complete, the General-Secretary of the CCRP or Premier of the Soviet Union may declare the result of the vote.
