Welcome to the Organic Manifesto. This thread's purpose is to facilitate the construction of a CCRP manifesto, through discussion among Party members and proposed drafts of individual policies by members. The idea is to have a constantly updated Manifesto so as to ensure the aims of the Communist Party of Col, as well as reasoning behind those aims, are always accessible to the people readily without having to ask anyone. The process shall be as thus:
1) Discussion takes place throughout the course of the thread. 2) Official proposals - proposals to add a new policy, to edit an existing policy, to remove an existing policy entirely - will be put in "code" tags in a post in this thread. 3) The Secretary-General will then quote the policy and then accept it or deny it. 4) The decision of the Sec-Gen may be overturned by a vote in a Party Congress by a vote of 3/4.
I shall create a board for Party Congresses ASAP. The next post will be reserved for the current revision of the Manifesto.

GOVERNMENT OF THE SOVIET UNION The legislative powers of the USSC should be given directly to the people, the workers of the Soviet Union who built it and continue to make it grow. These powers are given in the form of the Supreme Soviet, a discussion and voting chamber which all citizens are given permission to participate in. However, though the workers must make major decisions regarding the direction of the Soviet Union in the Supreme Soviet, some form of leadership is required for administrational sense. It is believed that three positions best work together to lead the USSC. These positions are only open to members of the CCRP to ensure Communist ideals and morals are always maintained. First, the President, Head of State of the Soviet Union, who appoints the Premier and Commissars, who is elected by the Supreme Soviet. The President is the figurehead of the whole nation. Second, the Premier, who is appointed by the President and ensures the Council for People's Commissars runs smoothly. His recommendation is important to the President for the removal and approval of Commissars. In the event of the President's absence, the Premier may assume the role of temporary President, either until the President returns or he can arrange a Presidential election. Third and finally, the Secretary-General of the CCRP, who approves or denies CCRP policy (though his decision may be overturned by the people) and calls Party Congresses to a close. In addition to these three, there shall be any number of Commissars, each in charge of his or her own Commissariat which deals with one aspect of governmental administration in the USSC - for example, the Commissariat for Defence, for Foreign Affairs, for the Interior. They will be permitted to appoint Deputy Commissars to assist them in their work and shall be granted complete autonomy in their Commissariats, except where their decisions infringe upon the powers of the President and Supreme Soviet. In this manner, the USSC shall be governed, for the good of all the workers of the Soviet Union, that they might live in peace and joy and propser together for greater glory.
FOREIGN POLICY REGARDING SOCIALIST MICRONATIONS It is believed that the key to the maintenance of a Socialist society and the journey towards true socialism is solidarity, by which it is meant working together, relying on one another, and forming a close bond with your fellow comrades. This extends to the foreign policy of the Soviet Union. In order to spread the cause of socialism and support our brothers in the struggle against the enemies of equality and the unity of all humankind, it is believed that the USSC should make to forge alliances and bonds with other socialist micronations. However, this does not prevent the USSC from opening relations with non-socialist micronations; after all, it is not always by force that socialism must be brought to a group of people, and friendship and the avoidance of blood-spill are important. Even so, the USSC should, where it is felt necessary, stand up to imperialist, malcontent powers who for their own personal gain make other nations subjugated or disturbed in some other way. Intervention in the internal politics of another nation, too, is not beyond Soviet Foreign Policy, provided the side that the USSC supports does not object.
RELIGION AND THE USSC It is believed that religion and the USSC may coexist peacefully. Indeed, it is not the belief of the CCRP that religion must not be practised in Col; to many people, religion is a central part of life, and in most cases an element which provides laws by which they must abide in order to enter the afterlife. The USSC and the Supreme Soviet shall remain secular at all times. However, Col must respect the people's beliefs, and as such it is not too much to even have a theocratic state within the USSC. But it must be made clear: where the secular laws of the USSC and the laws of gods collide, the secular authority should be given precedence.
