WHEREAS the Supreme Soviet recognises the need for fast-speeded diplomacy;
RECOGNISING the immediate need for such diplomacy, with the Commissariat of Foreign Affairs having started an initiative to reach out to our neighbours;
The Supreme Soviet of the United Soviet States of Col here assembled resolves that:
1. International Agreements and Treaties shall not have to be ratified by the Supreme Soviet.
2. Treaties and Agreements shall be ratified instead by the Commissar for Foreign Affairs and the President.
3. The Supreme Soviet still retains the power to repeal or modify these agreements after they have been ratified by the two aforementioned officers.
