Ok. I can't be leader of 2 nations, so we need a new chairman. Who is going to do it?
If I have to be Chiarman, then I'll have to unite Hamland and the USSC and that's just bizarre.

We already have a nominal leader. Vadjim Ivanov is President-Elect of the USSC. There is no reason for this to change until there is another person around who can do it without breaking MCS rules. Edit: YOU already have a leader. You.
