THE LEGISLATIVE REGISTER OF THE UNITED SOVIET STATES OF COL
Article I - Introduction & Miscellaneous
Section A: Legislative Register
1.0 This document shall be referred to as the Legislative Register of the USSC.
2.0 It shall serve as the record of every law and decision passed by the Supreme Soviet which constitutes a law.
2.1 This means that, for example, Treaties which are passed by the Supreme Soviet are not to be included in this document.
3.0 This document may only be edited by a majority vote in the Supreme Soviet.
Section B: National Holidays
1.0 Every September 1st shall be from now on known as "The Day of the Soviet Union", marking the rebirth of the USSC.
1.1 On the above date, a parade with representatives from the Supreme Soviet, the Military, the Space Program and any and all workers of the Soviet Union shall march around Red Square, cheering and singing together.
1.2 On the Day of the Soviet Union the President may if he chooses create and grant new National Awards and Orders, or grant existing ones, to prominent citizens of the USSC and foreigners who have contributed greatly to the USSC.
Section C: National Awards and Orders
1.0 There shall be National Awards and Orders which may be granted to citizens and non-citizens for commitment and devotion to the USSC.
1.1 The Siberian Fox Award shall be granted to citizens of the Soviet Union who have made a great contribution to the nation, from which the people have benefited.
1.2 The St. Fenix Award shall be granted to non-citizens of the Soviet Union who have supported Col through hard times of inactivity or war.
1.3 The Kuralyov Award shall be granted to citizens of the Soviet Union who have made a noticable cultural contribution to the USSC.
1.4 Membership to Orders may be granted for recognition of achievement in specific fields, for example the Order of Cosmonautical Development.
Section D: The National Flag
1.0 The National flag of the USSC shall be a yellow hammer and sickle symbol on a black star with a yellow, red and white layered outline. The background shall be red. On the left side of the flag shall be a certain number of stars in a column, one for each of the States of the Soviet Union, and a white stripe shall divide the stars from the main body of the flag.
2.0 The National Flag should be updated as new States are created or annexed as the Soviet Union grows, or as deemed appropriate by the Supreme Soviet.
Article II - Citizenship
Section A: Citizenship of the Sovet Union
1.0 Citizens of the USSC are defined as:
1.1 Real persons who, having applied for citizenship, have had their application for citizenship approved.
1.2 A fake or "simulationist" person who does not exist in the real world but has residence on our land.
2.0 All citizens of the USSC may vote in the Supreme Soviet as described in Article III Section A Sub-Section 2.0 of this document.
3.0 Honourary citizens of the USSC are defined as:
3.1 A real person who has been granted Honourary Citizenship by the President or the Supreme Soviet.
3.2 Honourary citizens do not have the rights of citizens in the Supreme Soviet.
Section B: Colonial Citizenship
1.0 If the Soviet Union gains a new Colony, all simulationist people therein become citizens.
2.0 If the Colony used to be a real micronation, all citizens of the old nation become Citizens of the Soviet Union.
Article III - Government
Section A: Supreme Soviet
1.0 The Supreme Soviet is the legislature of the nation, which passes all of the nation's laws and elects government officials.
1.1 The Supreme Soviet shall be chaired by the Speaker, who declares the result of votes, organises Bills that have already been voted on and manages the Legislative Register.
1.2 The Speaker is appointed and dismissed by the President.
1.3 The Supreme Soviet can dismiss the Speaker by a majority vote at any time and appoint a new one in his place.
2.0 All citizens of the United Soviet States of Col may speak in the Supreme Soviet, read the posts in the Supreme Soviet, vote in the Supreme Soviet and propose new points of discussion or full Bills into the Supreme Soviet.
2.1 Foreign observers may read the posts in the Supreme Soviet but may not do anything else. Any foreign observers who act contrary to this or are considered a threat to state security may have this right revoked by the President.
3.0 Fully developed Bills, where they make a new law, revoke an existing law or edit an existing law, must be proposed in the form of an edit of this document.
4.0 All threads which are solely for discussion and the build-up of legislation must contain the prefix "[Discussion]". The writing of legislatiom and posting of legislation may take place here and is encouraged to, but no official voting may take place during this period.
4.1 Threads which contain fully developed Bills for approval by the Supreme Soviet must contain the prefix "[Vote]".
4.2 6 days of voting shall occur on any complete Bill; however the President may extend the voting period by another 6 days at his discretion if the matter affects greatly the internal and external affairs of the Soviet Union.
4.3 If the vote fails - that is, if there are more Nays than Ayes - then the Speaker declares the Bill rejected, and Bill is discarded, but may be resubmitted for consideration by the Supreme Soviet by any citizen 7 days after its rejection.
4.4 If the vote succeeds, the Speaker declares the Bill passed, and the Bill is made into an Act, is stored in the Ministry of Law and is added to the Index of Actions of the Supreme Soviet. The necessary changes are then made to the Legislative Register.
4.5 Should the Speaker be missing for 48 hours after the voting period of 6 days is complete, the Presdient, the General-Secretary of the CCRP or Premier of the Soviet Union may declare the result of the vote and make the necessary changes to the Legislative Register.
Section B: Elected Council
1.0 The Elected Council shall rule over the USSC and, with the people's support, shall guide the nation.
1.1 All members of the Elected Council must be members of the Colish Communist Redeliverance Party (CCRP).
2.0 There shall be three components of the Elected Council.
3.0 First, the President, Head of State, figurehead of the Soviet Union.
3.1 The President appoints the Premier and the Speaker.
3.2 The President is elected democratically and fairly by the people of the Soviet Union in the Supreme Soviet.
3.3 Any member of the CCRP is able to stand for election to the Presidency.
3.4 The President is elected for an unlimited term length.
3.5 A new Presidential Election must be held if the Supreme Soviet passes a Vote of No Confidence against the President or if the President steps down.
4.0 Second, the Premier, Head of Government.
4.1 The Premier appoints and dismisses Commissars, chairs the Council for People's Commissars and can create or destroy Commissariats.
4.2 The Premier is appointed and dismissed by the President.
4.3 If a Vote of No Confidence against the Premier is passed by the Supreme Soviet they may elect another one to take his place.
4.4 When the President goes on leave, the Premier is Acting President unless the President appoints someone else to be Acting President in his absence.
5.0 Thirdly, the Secretary-General of the CCRP, Leader of the Communist Party.
5.1 It shall be the Secretary-General's job to approve Party policy and maintain the Party's manifesto.
5.2 The Secretary-General also opens Party Congresses and calls them to a close.
5.3 The Secretary-General shall be elected by members of the Party.
Section C: Commissariats
1.0 Commissariats shall be individual departments of the Soviet Government devoted to a specific area, for example Defence, Interior, Exterior.
2.0 Each Commissariat shall be led by a Commissar who shall have free reign within his Commissariat to create his own initiatives and outline his own projects.
3.0 Commissariats shall be created and destroyed, and their Commissars shall be appointed and dismissed, as outlined in Article III Section B Sub-Section 4.1.
4.0 Each Commissar shall have a seat on the Council of People's Commissars.
4.1 The Council of People's Commissars shall be used by the Premier to discuss matters of government with the Commissars.
5.0 Commissars are able to appoint and dismiss their own Junior Commissars, who shall assist them in their duties as Commissar.
Section D: Judiciary
1.0 The Soviet Union Unified Court has various personages who must be present at a trial:
1.1 Defendant(s) - the person or group of persons who have been accused of the crime.
1.2 A Judge - the Judge will decide upon the punishment of the Defendant, and also preside over the Court and keep order over the Court.
1.3 The Jury - the Jury will read through the trial as it happens and once all statements have been made will decide whether the Defendant is guilty or not.
1.4 A Procurator - the Procurator will try to prove to the Jury that the Defendant is guilty, on behalf of his/her client.
1.5 A Defence Attorney - the Defence Attorney will try to prove to the Jury that the Defendant is innocent of all charges, on behalf of the Defendant. The Defendant may represent him/her own self as his/her Defence Attorney.
2.0 Should the Judge not be present, the current President will preside in his place.
2.1 Should both the Judge and the current President be absent, the current Vice-President will preside in his place.
2.2 Should the Judge, the current President and the current Vice-President be absent, the General-Secretary of the Colish Communist Redeliverance Party will preside in his place.
2.3 Should the Judge, the current President, the current Vice-President and the General-Secretary be absent, the trial should not take place until one or more of the above returns from their absence.
3.0 The Judge of the Soviet Union Unified Court will be appointed by the current President.
3.1 The Judge of the Soviet Union Unified Court may appoint up to two People's Assessors to be his aides in Court.
3.2 The Judge may be removed from his position only by the President or by a 3/4 majority in favour of a Vote of No Confidence in the Supreme Soviet.
4.0 Court Precedings shall go as thus:
4.1 The Judge shall read the charges and ask the Defendant of his plea.
4.2 The Defendant shall plea either guilty or not guilty, which will affect the punishment he would recieve should he be found guilty.
4.3 The Procurator shall make his opening statement for the Prosecution, calling any witnesses he pleases, provided it is relevant. If the witnesses are deemed irrelevant by the Judge, their testimonies will be struck from the record.
4.4 The Defence Attorney shall make his opening statement for the defence, and may cross-examine any wintesses the Procurator has called to the stand.
4.5 The Procurator will then respond to the opening statement of the defence and make any other points he wishes.
4.6 The Defence Attorney will respond to the opening statement of the Prosecution and make any other points he wishes.
4.7 The Jury will then decide whether the Defendant is guilty or not guilty, and the Judge shall give a punishment as appropriate.
4.8 The Procurator may appeal the scentence if he feels it is too lenient, and the Defence Attorney may appeal the scentence if he feels it is too harsh.
Section E: States of Col
1.0 The USSC is fundamentally a Federative Union of Socialist Republics.
2.0 States have the right to their own board on the main forum. No state is allowed their own off-forum board for discussion.
3.0 States have the right to their own constitutions, governments and legislative assemblies provided none of their laws or statutes conflict with laws of the Soviet Union or infringe on the sovereignty of any other State.
4.0 Nations that exist outside of the Soviet Union are allowed to become Colonies. They do not have the rights of full States of Col.
4.1 Colonies may become full States of Col with the approval of the Supreme Soviet.
5.0 States of Col are allowed to secede with the approval of the Supreme Soviet.
