Proposal:

WHEREAS the USSC's People's Seal is outdated,

WHEREAS there is an oppertunity to modernise the nation,

1) The old seal will be removed and the new People's seal (See the First Schedule) will be instated.
2)The new seal can be used as a letterhead for official Soviet documents.
